Southampton New Construction Guidelines

(adopted February 9, 2005)

  1. Maintain a clean jobsite by picking up trash at the end of each day in the yard, street and alley.
  2. Alleys should be left in pre-construction condition or better. The alleys are the primary access for more than 85% of Southampton homes, and serve as a shared driveway residences. Therefore, it is important that they remain clean and accessible at all times. Deliveries should be made to the street, not through the alley. The 8 ft. wide alleys are too narrow to accommodate delivery vehicles. Oversized vehicles have caused significant deterioration to the alley surface.Alleys will be assessed for damage throughout construction. Any gouges to the easement beside the alley surface or deterioration to the asphalt surface attributable to construction is the responsibility of the contractor, and ultimately the owner. The majority of the alleys have minimal substructure, if any. Therefore, we strongly recommend that building contractors reinforce the edge of the lot with caliche or a similar limestone based material to prevent the asphalt surface from crumbling where it abuts the lot. Finally, mud or debris from the construction site should be removed from the alley immediately. Southampton residents take pride in the homes and cars and like for them to remain clean. DO NOT BLOCK THE ALLEY -- It’s a violation of city law to block a public right-of-way without a lane closure permit.
  3. Restore damaged curbs to pre-construction condition.
  4. If building on Sunset Blvd., ensure that delivery vehicles and workers do not damage the esplanade. It is advisable to erect construction fencing along the esplanade to prevent delivery vehicles from backing over the sprinkler system and plantings. You are responsible for any damage to the esplanade, or the curb of the esplanade, caused by your project.
  5. Parking should be provided off-street or off-site for workers when possible. Southampton streets are extremely narrow, and are often impassable when vehicles are parked on both sides.
  6. Protect trees in the right-of-way with the proper fencing. Protect tree roots from damage by heavy vehicles during construction.
  7. Ensure sidewalks remain clean and unobstructed throughout the duration of the project.
  8. Porta-pottys should be located on private property, not in the public right-of-way, and should be screened from view.
  9. Construction hours: 7 a.m. to 6 p.m. Monday through Friday. Please refrain from construction activity on major holidays. Weekend construction activities should not begin before 9 a.m. Only quiet interior construction activities may be performed on Sunday.
  10. Communicate. Be a good neighbor by letting your neighbors know how to contact you and your contractor during construction. A letter that is hand-delivered before construction begins is the best way to communicate this information.
